Outsourcing fire safety

What is it
Fire safety outsourcing is the transfer of all fire safety functions to an external team: declaration of conformity to the SSES, documentation, briefings, insulation resistance measurement and inspection support instead of a full-time specialist. Simply put, we take on the entire fire safety contour at the facility - so that fire safety does not turn into a constant risk of fines, regulations and work stoppages while you are doing business.
When to apply
Most often, people resort to fire safety outsourcing in several situations: a new facility is opened for which there is no SSES declaration yet; the owner has changed or reconstruction has been carried out; a scheduled SSES inspection is approaching; insurance requires a full fire safety package. The service is suitable for offices, warehouses, production, retail and HoReCa. For HR, this is a ready-made system in which you do not need to understand the regulations yourself; for a manager, this is monitoring the state of fire safety without having to manage a dozen separate processes yourself.
How we work
We work as a team of engineers, not one person. Using our own Racio Safety Standard methodology, we start with an audit of the facility, draw up a declaration, develop documents according to the current version of NAPB A.01.001-2014 (as amended), conduct briefings, and organize insulation resistance measurement through a certified laboratory — we implement only what is necessary, without unnecessary folders “for show”. We update documents when the law changes, and during SES inspections we are there to help, not to punish. The scope and responsibility are specified in the contract.

Over the past 18 years, we have supported hundreds of inspections. Below are the violations that, according to RACIO's internal analysis, are repeated most often, with liability under Article 175 of the Code of Administrative Offenses.

What to do about it: if you don't have a full-time PB engineer, outsourcing covers all 7 points under one contract, with a fixed monthly rate. Instead of one person, there is a project team with a staff of 10 engineers: always up-to-date regulations, always ready for inspection.

The SSES declaration is missing or expired.
Fine + possible ban on activity. A declaration is required before the start of operation of a new facility — details on the declaration page.
The evacuation plan does not correspond to the actual planning
After reconstruction or redevelopment, plans are often not updated. The inspector checks them and catches discrepancies instantly.
Fire extinguishers are out of date or untested
Recharge deadlines, passports, and marks in the inspection log are the most common area of "gray" violations.
No certificate of the person responsible for PB
Appointed by order, but without a certificate - invalid appointment. Fine to the director + instruction. We organize training for the responsible person through a partner training center - it is included in outsourcing.
Instructions for outdated rule revisions
References to canceled or outdated versions of fire safety rules are a formal reason for the prescription. In our fire safety documentation references are always to the current versions.
No evacuation training
They should be held once a year with a protocol. In SMB, they usually skip it or do it "on paper" - the inspector asks for specific participants and dates.
The insulation resistance measurement protocol is expired.
Measurement of insulation resistance and verification of protection operation - once every 2 years, unless other terms are established by the rules of technical operation. For facilities with electrical equipment - a mandatory appendix to the declaration. We include it in SMART/FULL.
