    Occupational safety outsourcing involves transferring the functions of the occupational safety department to an external team of engineers who handle documentation, training, reporting, and support during inspections in place of an in-house specialist. Simply put, we take over the entire occupational safety regulatory framework at your company—so you don’t have to spend time studying legal requirements and can focus on running your business without risks or fines.

What challenges do companies face when looking for staff engineer

Over the past 18 years, we’ve seen clients come to us after spending 6+ months searching in vain for a full-time specialist. Below are seven common reasons why this approach doesn’t work or yields poor results.

Outsourcing is a ready-made solution to most of the problems associated with having an in-house occupational safety engineer. It offers a fixed rate, a team instead of a single person, documents that are automatically updated when laws change, and most of the liability is covered by SLA in the contract.

  1. The market is in short supply

    There is a shortage of qualified safety engineers in Ukraine, especially those with experience in specific industries—pharmaceuticals, MilTech, chemicals, and Class A manufacturing. According to Work.ua, the average time to fill a position is 45–70 days in Kyiv and up to 4 months in the regions.

  2. Expensive

    An occupational safety engineer in Kyiv earns 40,000–65,000 ₴ per month plus social security contributions, vacation pay, sick pay, and workplace equipment. The total annual cost of employment is 700,000–900,000 ₴. For a company with 30–80 employees, this is an unnecessary position. A fixed outsourcing rate costs 1.5–2 times less.

  3. Turnover

    The average length of time an OHS engineer stays in a single position is 2.5 years. When they leave, they often take their “knowledge of the facility” with them: who negotiated with whom, where there are unusual situations, and the history of previous inspections. It takes a new specialist 3–6 months to get up to speed, and during that time, risks are managed less effectively—especially in accident investigations.

  4. Narrow Expertise

    One engineer = one set of expertise. If you have facilities of different types (office + warehouse + production area + boiler room + generators), it’s unlikely that a single person will be equally skilled in all areas. This creates “blind spots” that are only discovered during an inspection—or, even worse, after an accident.

  5. Vacation and Sick Leave

    A full-time engineer goes on vacation—who is responsible for an incident that occurs unexpectedly? Who investigates the incident in their absence? Often, the answer is “no one,” and the problem remains unresolved until the employee returns to work. In outsourcing, this is handled by the team’s backup resources.

  6. Legislative Updates

    In Ukraine, occupational safety regulations are constantly changing. A single engineer can’t keep up with everything, especially if they’ve been in the profession since the ’90s and are used to the old methods. That’s why periodic training and professional development is useful—and someone has to pay for it.

  7. Personal Responsibility

    Under Article 271 of the Criminal Code of Ukraine, violating occupational safety requirements that result in an accident can lead to up to 7 years in prison. Young professionals are reluctant to join the staff because it entails personal legal liability. In small companies, the engineer often signs documents as a formality, while in reality someone from the operations team is responsible for occupational safety — which creates yet another risk.

Frequent questions

  • Is it possible to work exclusively remotely?

    For offices—yes. For warehouses or manufacturing facilities, an engineer must visit 1–2 times a month. When investigating accidents or conducting inspections, there is no limit on the number of visits—we’ll stay at your facility until the issue is fully resolved.

  • How much does outsourcing cost?

    From 20,000 ₴/month (START) to 35,000 ₴/month (FULL). You can get an approximate price in our calculator or on the pricing page.

  • What will happen after the contract is terminated?

    All documents and logs remain with you. We provide everything in both paper and electronic formats, along with a brief report on the current status of the processes.

  • How quickly can you get started?

    We will be ready to conduct the initial audit within 3 business days after the contract is signed. The report will be presented to management within 10 business days.

  • Who is responsible for paying the fine if an inspection uncovers a violation?

    By law, the employer is liable. However, the contract specifies SLA and the scope of liability: we correct any errors on our part at our own expense. Details regarding support during inspections are provided separately.

  • Do you work with sole proprietors?

    Yes. Regardless of the form of ownership, the legal requirements are the same for large and small businesses. We work with companies with a headcount from 1 employee to 1,000+ staff.

  • How many documents are included in the START package?

    30–40 documents: basic occupational safety instructions by occupation, orders, training logs, and regulations on standard operating procedures. For details, see the documentation development page.

  • How do you update your documents when the law changes?

    We have our own AI bot that monitors changes in legislation daily. When changes affecting a particular industry are detected, we inform our outsourcing clients and adapt the work of the occupational safety service to the update ourselves. If necessary, we conduct training for management on the new requirements.

  • Is it possible to combine occupational safety and fire safety in a single contract?

    Yes, fire safety is included in the SMART and FULL rate plans. This is more convenient and less expensive than two separate contracts.
