What it is
The SSES Declaration of Conformity is an official document by which the owner confirms that the facility meets fire safety requirements. For facilities where the declaration is mandatory, it must be submitted before the premises are used. We check whether your facility needs a declaration, prepare it, and support submission to the SSES so you can open on time and without unnecessary risks.
When to order
Most often, an SSES declaration is ordered in several situations: you are opening a new facility or renting premises and need to submit it before launch; you changed the purpose of the premises; the previous tenant’s declaration is not suitable because it was issued for a specific entity; or you are already operating without it and want to close the risk. The service is suitable for HoReCa, retail, hotels, salons, clinics, warehouses and production facilities. For HR and the manager, the key thing is to open on time and avoid a ban on operations.
How we work
We work according to our own Racio Safety Standard methodology: an engineer assesses the actual condition of the facility remotely using photos and documents (START package) or with a site visit and measurements (SMART/FULL). Next comes categorization and, for high-risk facilities, organization of a fire safety assessment with a positive conclusion, plus preparation of the declaration using the official form. We submit it through the e-office on your behalf and support it until acceptance. Over 18 years and 180+ completed declarations, we know what the SSES returns. If the declaration is still returned, we revise it free of charge.

Over the past 18 years, we have processed 180+ declarations and know why the SSES returns documents. Below are the most common errors clients face after a self-filed declaration is returned.
Our guarantee: if the declaration we prepared is returned for revision, we correct it at our own expense and resubmit it until it is accepted. This is possible because we honestly assess the actual condition of the facility before submission instead of adjusting the papers to a desired result.
A cafe with a kitchen is submitted as a “standard category office”; the SSES reclassifies it to “category B” and returns it for risk recalculation. Categorization must be done by a specialist with relevant experience, not “by eye.”
The technical measurement is overdue or missing altogether. Without it, the declaration for a facility with electrical equipment is incomplete. Details are in the “Insulation resistance measurement” section above.
The declaration contains a plan that does not match the actual layout. The SSES sees this when reconciling with the technical passport of the premises.
For high-risk entities, a positive conclusion from the fire safety assessment is required along with the declaration. Without it, the package for such a facility is incomplete.
The declaration states “15 fire extinguishers, APS installed,” but in fact they are absent. If this is discovered during a later inspection, the declaration may be revoked and the legality of operations called into question.

Measurement of insulation resistance of electrical installations is a mandatory technical measurement, the protocol of which is submitted as an appendix to the SSES declaration for facilities with electrical equipment. Without an up-to-date protocol, the declaration may be returned for revision: the SSES can block the entire submission on this one item.
How it works with us: a certified partner laboratory comes to your facility with a certified device (megohmmeter of accuracy class 1.5). The insulation resistance values of all electrical networks are measured: between phases, between phase and neutral, between phases and ground. The norm is not less than 0.5 MΩ for low-voltage networks. The result is a standard protocol with signatures and the laboratory seal.
Periodicity: measurement of insulation resistance and verification of protection operation once every 2 years, unless other terms are established by the technical operation rules. In our SMART and FULL fire safety outsourcing packages, measurement is included automatically: we remind you in advance about the next deadline.
When it is required: before submitting a declaration for a new facility with electrical equipment; when changing the electrical network (redevelopment, new powerful equipment, replacement of the switchboard); then periodically. Certificate of the person responsible for fire safety is also part of the package. Training takes place through an official accredited training center, and we prepare the order appointing the responsible person immediately. The most convenient part is that we process everything remotely: without visiting your facility and without the need for your employee to be physically at the training center.

Working without a declaration, when its submission is mandatory, entails an administrative fine of 2,550-3,400 UAH for sole proprietors and officials. Separately, if fire safety violations pose a threat to people’s lives or health, the SSES may apply to court to suspend the operation of the facility. Violations of statutory fire-safety requirements are separately covered by criminal liability under Article 270 of the Criminal Code of Ukraine.
