Civil protection: documents and training

  • What is it

    Civil protection is the documents and training that prepare an enterprise to act in emergencies: a package of civil protection documents, shelter documents (if there is a shelter), and personnel training. Simply put, we prepare the civil protection documentation and train the team to act, so the system works not only on paper but also in a real emergency.

  • Who orders?

    The scope depends on whether your enterprise is a high-risk facility. If not, a standard package of civil protection documents is required; if so, we develop an individual package for your substances, location and structure. Companies usually contact us when there are no documents at all, when they are outdated (prepared before 2022), or when civil protection needs to be brought in line with wartime requirements. Below are typical errors in civil protection documents that are most often found at enterprises.

The most reliable approach is to keep civil protection documents up to date and personnel trained. Standard document package — 5-10 days, turnkey civil protection with training — 2-4 weeks (longer for high-risk facilities). Can be ordered separately or together with risk assessment.

  1. Documents do not take into account martial law

    Plans and instructions do not take into account current scenarios: air raids, shelling, shelter procedures, and personnel actions.

  2. No current procedure for air raid alerts

    Workers do not have a clear algorithm: who announces the evacuation, where to go, where to take shelter, and who controls people.

  3. No documents for shelter

    If there is a protective structure on the territory, it must be registered with the Fund of Protective Structures: accounting books, passport, registration cards.

  4. A high-risk facility uses a generic template

    A high-risk facility takes a standard package instead of an individual one for its substances and processes.

  5. Staff is not trained

    The documents are there, but the team doesn't know what to do in case of an alarm or shelling. A civil protection training session closes this gap.

Frequent questions

  • Who needs civil protection documents?

    In fact, all business entities need them; the scope depends on size and on whether you are a high-risk facility. Violation of the requirements entails liability under the Civil Protection Code, and in case of serious consequences, up to criminal liability.

  • What about martial law? Should it be updated?

    Yes. From 2022, plans must take into account martial law — shelter, evacuation, remote work, actions during shelling. The old plans are not formally compliant.

  • What are the consequences of not having civil protection documents?

    Responsibility under civil protection legislation, and if people are injured due to violations, up to and including criminal liability of the manager. Violations of statutory fire-safety requirements are separately covered by criminal liability under Article 270 of the Criminal Code of Ukraine.

  • Can I combine civil protection training with firefighting?

    Yes, they are often done together. The documents should be separate — for civil protection and fire safety (different documents, different regulatory categories).

  • What if we are a high-risk facility?

    Then we develop the civil protection document package individually — for your substances, volumes, location and structure. The cost depends on the scale; we will calculate it after consultation.

  • Do you work with public-sector institutions?

    Yes, there is experience with schools, kindergartens, medical facilities, and government institutions. Special attention is paid to shelters.

  • How does this fit with civil protection training?

    This service covers the documentary and organizational side (regulations, plans, orders, instructions). Civil protection training is the practical part for personnel (alarm response, evacuation). Both are required for complete coverage.
